STT on Initiated Changes to the Penal Code: We Have No Data on Possible Illegal Compensation for Actions in the Seimas

The Lithuanian Special Investigation Service reports a lack of evidence regarding illegal lobbying amid ongoing discussions about changes to the Penal Code in the Seimas.

During a recent meeting of the Seimas Anti-Corruption Commission, R. Kaziliūnaitė stated that there is currently no evidence of possible illegal compensation for actions that sparked interest in the commission. This statement follows discussions about amendments to the Penal Code, which were initiated based on reports concerning potential illegal lobbying. Mindaugas Guščius, the head of the Corruption Prevention Division of the STT, noted a significant lack of preventive measures in the lobbying sector, stressing the need for improved collaboration between parliament and various institutions to address concerns regarding illegal lobbying practices.

The initiated amendments to the Penal Code were prompted by reports from the news portal "Delfi," which revealed that the president of the Lithuanian Doctors' Union, Liutauras Labanauskas, proposed changes related to an ongoing criminal investigation into large-scale psychiatric practices. These developments have raised alarms within the Anti-Corruption Commission, as they highlight potential loopholes in lobbying regulations and the need for greater scrutiny to prevent illegality in governmental actions.

Overall, the discussions in the Seimas reflect broader concerns about transparency and integrity within the political framework of Lithuania. The STT's emphasis on the absence of evidence for illegal activities underlines both the complexity of such investigations and the urgent requirement for system improvements that safeguard against corruption in lobbying and other areas of governance.
