The video depicted a fabricated scene where a municipal inspector was portrayed demanding a bribe, referred to as 'cafezinho', from a businessman in exchange for not issuing fines for alleged irregularities. The video included the councilman calling the inspector derogatory names and simulating a physical confrontation, while inviting entrepreneurs to join him in opposing municipal inspectors, which he branded as 'the entrepreneur patrol.' The video has since been deleted.
