Police have uncovered evidence suggesting that independent lawmaker Kang Seon-woo, formerly of the Democratic Party, was aware of a 1 billion won bribe while meeting with former council member Kim Kyung. This discovery contradicts Kang's earlier claims that he only learned of the cash hidden in a shopping bag three months after receiving it. The arrest warrant application states that Kang conspired with his aide to accept the bribe in exchange for a political appointment. The warrant details a conversation where Kim offered to make a substantial donation if he was appointed to a position in the Gangseo District office. Kang's aide confirmed that such monetary gestures were customary, and he agreed to approach Kang with Kim's proposal. Following this discussion, Kang indicated he would consider the matter and later instructed his aide to arrange a meeting with Kim, leading to the transfer of funds on January 7, 2022. This development starkly contrasts Kang's assertions that he only discovered the bribe's contents three months after the transaction. He maintains that the shopping bag was a routine gift, with no knowledge of the cash included, and has repeatedly claimed to have instructed the immediate return of the funds once he was informed. Police express concerns that Kang may attempt to destroy evidence amidst these conflicting allegations.
