Municipality of Guayaquil alerts to further blockages of contractual processes by Sercop

The Municipality of Guayaquil reported that several of its contracting processes have been blocked again by the National Public Procurement Service (Sercop) due to interpretations of regulations that do not consider legal exceptions or the actual conditions of these contracts.
