A Festival Enjoyed by Everyone... Gender Impact Assessments Implemented for Local Festivals Starting in April

Starting in April, local governments in South Korea will implement a gender impact assessment checklist for festivals to promote gender equality.

Starting April 1, 2024, the South Korean Ministry of Gender Equality and Family will enforce a self-assessment gender impact evaluation for festivals and commemorative events organized by local governments. This initiative is designed to incorporate perspectives of gender equality into the planning and execution of these events. The assessment will provide a checklist that local authorities can utilize to gauge and enhance gender fairness before and during the events.

The checklist breaks down the evaluation process into planning, execution, and assessment stages. During the planning phase, organizers will check for the implementation of safety training to combat harassment and violence, ensure a balanced representation of genders among speakers, and eliminate elements that may perpetuate gender stereotypes or belittle certain groups. The execution phase allows for monitoring of gender-discriminatory remarks, illegal filming, and the inclusion of all genders and age groups in the festival activities. Finally, in the assessment phase, gender-segregated satisfaction statistics will be produced, and any gender-based discrimination in speeches or interactions will be documented to drive improvements.

Minister of Gender Equality and Family, Won Min-kyung, emphasized that the self-assessment evaluation will enable festivals and commemorative events to be safe and respectful for everyone, including men, women, children, the elderly, people with disabilities, and foreigners. She noted the government's commitment to continuously address and rectify sources of gender imbalance and discrimination across policies and systems to ensure that the public can feel the impact of gender equality initiatives in their daily lives.
