CNE Plenary Fails to Convene to Address Reports Proposing the Cancellation of Construye and Unidad Popular

The plenary session of Ecuador's National Electoral Council (CNE) could not convene to address reports recommending the cancellation of two political parties, Construye and Unidad Popular.

On March 21, 2026, the plenary session of the National Electoral Council (CNE) in Ecuador was unable to meet for the second time to discuss two reports from the Political Organizations Area. These reports recommend initiating cancellation procedures for the political party Unidad Popular (number 2) and the movement Construye (number 25). Only CNE President Diana Atamaint and board member José Merino were present, while other key members were unavailable due to various reasons, including participation in an election observation mission in Bolivia.

The technical reports presented by the CNE indicate that both parties, Construye and Unidad Popular, do not meet the required number of affiliated members to maintain their legal status. Specifically, it has been reported that Construye has no affiliated members whatsoever, while Unidad Popular has just over 31,000. According to the Democracy Code, political organizations must maintain a certain threshold of adherents to remain legally recognized.

This situation raises concerns for the future of these political parties, as the inability of the CNE to convene and act on these reports could hamper their legal standing and political influence in upcoming elections. The delay in addressing the reports may lead to questions about the CNE's operational efficacy and its implications for the political landscape in Ecuador, especially given the importance of maintaining a diverse and representative political system.
