CNE report on the Construye movement states it has not a single member and proposes its cancellation
The Ecuadorian National Electoral Council found that the political movement Construye has no permanent members and has initiated proceedings for its legal cancellation.
The Directorate of Political Organizations of the National Electoral Council (CNE) in Ecuador has reported that the political movement Construye, known as list 25, currently has no permanent members. As a consequence, the CNE is obliged to initiate a process to cancel the movement's legal status. This conclusion came after a review of the organization's adherence to registration requirements, which stipulate that a political group must present a minimum of 1.5% of the electoral registry in terms of active members to maintain its registration.
The report was discussed during a CNE session on the night of March 20, 2026, but it could not be approved due to the lack of necessary votes. Among the three CNE members present, two voted in favor of initiating the cancellation process, while one member abstained from the vote. This situation reflects ongoing challenges for political parties in Ecuador, especially those struggling to maintain active support and relevance in a rapidly changing political landscape.
Construye, which was previously known as Ruptura, was formally registered with national reach in June 2012. Given the requirement set forth by the Code of Democracy, the group should have presented at least 157,946 signatures from the electoral roll, which at the time exceeded 10.5 million registered voters. The inability to meet membership requirements not only jeopardizes Construye's existence as a political entity but also raises questions about broader political engagement and voter participation in Ecuador's democratic process.
