The Ombudsman Received Over 3,000 Requests Last Year Regarding Bureaucracy or Abuse
The Lithuanian Ombudsman reported receiving over 3,000 complaints in 2022, primarily from inmates about poor living conditions and inadequate handling of their grievances.
In the past year, the Lithuanian Ombudsman received more than 3,000 complaints concerning issues related to bureaucracy and misuse of authority, with a significant portion (27%) of these complaints emerging from prisoners. Inmates expressed concerns regarding living conditions that did not meet hygiene standards, restrictions on the use of personal items and food, limited contact with family, and several other grievances. This situation highlights the pressing need for improvement in conditions within correctional facilities, as well as the systemic issues in handling inmate complaints.
Additionally, a quarter (25%) of the complaints were related to the mishandling of grievances and requests by state and municipal agencies. Many complainants were faced with either delayed responses, overly formal replies citing legal codes, or excessive procedural requirements that added frustration to their issues. These findings suggest significant deficiencies in the public administration processes, particularly in regards to responsiveness and empathy towards public concerns.
Upon investigation of these complaints, the Ombudsman found violations of good public administration principles in 65% of cases, rejected 15% of complaints as unfounded, and closed 20% of investigations due to either resolution by the institutions involved or the escalation of the disputes to court. In total, the Ombudsman provided 2,055 recommendations to state and municipal institutions across 724 cases, illustrating their proactive role in striving for improved governance and accountability within the Lithuanian administrative system.
