Ukrainian ombudsman gets over 6,000 complaints against enlistment officers in 2025 — 333 times more than at all-out war's start
In 2025, Ukraine's Human Rights Ombudsman reported receiving over 6,000 complaints against enlistment officers, marking a dramatic increase since the start of the war.
In a troubling report delivered during a parliamentary session, Ukraine's Human Rights Ombudsman, Dmytro Lubinets, revealed that he has received 6,127 complaints against enlistment officers in 2025. This figure is a staggering 333 times greater than the number of complaints lodged at the outset of the full-scale invasion, showcasing a significant escalation in public grievances regarding the conduct of military personnel involved in the conscription process. Lubinets highlighted that this year's complaints have nearly doubled compared to 2024's total of 3,312, indicating a growing trend of discontent among citizens regarding recruitment practices.
The complaints predominantly stem from accusations of forced conscription and abusive treatment of conscripts by draft offices. This trend is alarming as it suggests that many enlistment officers are ignoring fundamental civil rights, leading to widespread dissatisfaction and fear among citizens regarding the draft. The situation has become dire enough that the Ombudsman characterized these complaints not as isolated incidents but as symptoms of a systemic crisis that requires immediate attention from the government and military authorities in order to safeguard citizen rights amidst ongoing mobilization efforts.
Lubinets pointed out that the number of complaints in 2023 was only 514, a stark contrast to the current figures, which indicates that the situation has escalated dramatically within a couple of years. The Ombudsman's office is calling for action and accountability, urging enforcement of regulations to protect the rights of conscripts. This pattern of increasing complaints signals not only a breakdown in trust in the enlistment process but potentially poses challenges to Ukraine’s military efforts in a time of ongoing conflict.
