The North Upper Bavaria Police Headquarters has released its 'Safety Balance 2025', summarizing crime data and police work in a region with 1.6 million residents, noting a 2.5% decline in reported crime from the previous year.

The North Upper Bavaria Police Headquarters recently published its 'Safety Balance 2025', which compiles statistics regarding criminal offenses and police activities in its jurisdiction, which covers ten districts and the city of Ingolstadt, totaling a population of 1.6 million. In the past year, nearly 60,000 crimes were recorded, excluding traffic and state protection offenses. This marks a 2.5% decrease in registered crime compared to the previous year, continuing a trend of declining criminal activity over the past decade.

In addition to the drop in reported offenses, the police have seen improvements in their clearance rates, achieving a rate of 70.7% in 2025. Furthermore, the frequency rate of crimes has positively evolved, decreasing to 3,726 offenses per 100,000 residents, significantly lower than the overall Bavarian average of 4,371 cases per 100,000 residents. The statistical data signifies a growing efficacy in crime prevention and law enforcement effectiveness in the region.

Despite lowering crime rates, concerns about emerging types of crime, such as drone usage in criminal activities and phone fraud, have been noted.
