Conference organizers in Estonia have voiced a strong need for a large-scale conference center to be established at the location of the Tallinn City Hall. They identify that the current offerings in Estonia do not meet the demands for such venues, particularly while other European capitals have already made significant investments in similar infrastructures. The head of the Estonian Conference Bureau, Ott Sarapuu, highlighted the necessity for a venue that can accommodate 3,000 people, along with multiple smaller conference rooms which could be flexibly combined for different event needs.

According to Sarapuu, Tallinn is notably lagging behind other European capitals, being the last capital city without a representative hall or a proper conference center in planning. He points out that such facilities are vital for hosting a variety of cultural and business events, which can contribute significantly to the local economy and promote international engagement. The proposed complex should not only serve corporate needs but also be a potential hub for exhibitions, making it a multifunctional space fit for diverse purposes.

The organizers suggest that either the existing City Hall should be renovated or a new building should be constructed at the same site. They envision a center with about 7,000 square meters of foyer space for exhibitions, movement, and catering, which they believe will elevate Tallinn's profile as a destination for international conferences and events. This initiative could help fill a significant gap in the market and stimulate both tourism and local business.
