The leaks occurred under the guise of a police investigation and involved 289 unauthorized inquiries over a span of ten years. Authorities discovered that these actions violated local civil servant laws, leading to multiple arrests and charges against Kusakawa and several other personnel involved in the misconduct.
Kusakawa was found to have collaborated with Masakatsu Michizawa, a former police officer turned administrative scrivener, to create false investigative inquiries to acquire sensitive financial information. In addition to the financial data, the investigation also revealed that Kusakawa had improperly accessed personal information about acquaintances, leading to further implications regarding his conduct and judgment as a law enforcement officer. The misconduct not only resulted in individual disciplinary measures but also brought attention to broader issues within the police department's oversight processes.
In response to this incident, the police department emphasized its commitment to addressing such violations seriously. With the dismissal of Kusakawa and the disciplinary actions taken against 27 others, including supervisory staff, the authorities aim to reinforce integrity and prevent future occurrences of similar breaches of trust.
