On October 19, President Yoon Suk-yeol addressed the urgency of addressing energy supply concerns resulting from the Middle East crisis during a senior secretaries meeting at the Blue House. He stated, "It is more urgent than ever to secure even a single drop of oil and work on developing stable supply lines," reflecting the increased uncertainty in the region's situation. President Yoon underscored the necessity of more proactive and long-term supply management measures for oil and key raw materials as the war's duration remains unpredictable.

President Yoon highlighted the necessity of preemptive actions to mitigate the impact on the livelihood of the public, stating that the government must treat the current situation as one of economic wartime. He emphasized speed as critical in responding to the crisis, stating that the forthcoming supplemental budget, which he referred to as a 'war budget', should be structured to cushion the economic shock on vulnerable sectors, small businesses, and ensure funds circulate freely in everyday commerce.

Additionally, President Yoon addressed the upcoming BTS concert scheduled for October 21 in Gwanghwamun, acknowledging the predicted congestion and urging that measures be taken to maintain order while ensuring minimal inconvenience for citizens. He also spoke on the stabbings linked to stalking in Namyangju, emphasizing that the police must swiftly investigate reported stalking incidents and implement protective measures for victims as part of a broader commitment to tackling rising violent crimes associated with stalking.
