Regions Escape Million Fines – Company Cambio Pays

A Swedish court ruled that a controversial procurement of the Cosmic journal system was illegal, but the fines will be covered by the company Cambio instead of the nine involved regions.

The administrative court in Gothenburg ruled that the procurement process of the criticized Cosmic journal system, conducted jointly by nine Swedish regions, was illegal. This ruling implies that each region could face fines of 10 million kronor. However, an agreement already made stipulates that the company Cambio will absorb these fines, relieving the regions of financial repercussions.\n\nElin Norén, a regional councilor in Dalarna, confirmed the arrangement, indicating a cooperative approach with Cambio to mitigate the financial impact on public entities. Such arrangements raise concerns regarding accountability and fiscal responsibility in public procurements, leading to discussions about the implications of the court's decision.\n\nDespite the agreement, the Swedish Competition Authority has voiced strong criticism of the arrangement, as they believe it undermines the intended purpose of sanctions meant to enforce fair competition. Although they will not pursue this particular case, they indicated that they would take action against similar agreements in future cases, highlighting the need for stricter compliance in public procurement processes and protecting fair competition principles.
