The Special Investigation Service (STT) in Lithuania conducted an analysis revealing risks of bias and corruption in the financing process for the Media Support Fund (MRF). The MRF council is primarily composed of representatives from private sector associations, which themselves are eligible for funding from the MRF. This structure raises concerns about the independence of decision-making as the council is tasked with distributing funds and formulating financing rules. The state, represented by the Ministry of Culture, holds only one-third of the voting rights at the council's meetings and lacks the authority to appoint members to the council, further compromising the integrity of the financial allocation.
