Definition of homelessness promised to be strengthened by the end of next year
Latvia's Ministry of Welfare plans to solidify the definition of homelessness in legislation and develop proposals for its reduction by the end of 2027.
The Ministry of Welfare in Latvia has announced its intention to formalize the definition of homelessness within legal frameworks by the end of 2027. This decision follows a recommendation from Ombudsman Karina Palkova, who urged the government to establish a clear definition by January 4, 2027, to facilitate the development of a cohesive national strategy aimed at reducing homelessness across the country.
In response, the Ministry acknowledged the positive aspects of current initiatives but emphasized that these efforts are insufficient for sustained and effective long-term reduction of homelessness. They highlighted the need for a coordinated approach at the national level that is well-funded and grounded in human dignity and social inclusion as essential prerequisites for implementing sustainable solutions. Such measures are intended to improve access to safe housing and social support for individuals experiencing homelessness.
