Russia plans to send over 100,000 Russians to occupied territories of Ukraine

Russia is planning to relocate over 100,000 Russians to the occupied territories of Ukraine by 2045 as part of a development initiative.

The Russian government has outlined plans to send approximately 114,000 Russians to the occupied territories of Ukraine, specifically targeting Donetsk, Luhansk, Zaporizhzhia, and Kherson oblasts, by the year 2045. These plans were developed in collaboration with VEB.RF, a state development corporation, and the Unified Institute of Spatial Planning. This initiative forms part of broader territorial development projects designed to integrate these regions into Russiaโ€™s administrative framework.

The outlined master plans suggest that the relocation effort is not merely a transfer of population but a significant construction initiative that aims to build over 13 million square meters of new housing, alongside the development of essential public services such as kindergartens, schools, and healthcare facilities. Specifically, the plans include the construction of more than 140 kindergartens, several dozens of schools, and around 100 medical clinics. Infrastructure development is also a priority, with proposals for over 3,270 kilometers of new roads and nearly 430 kilometers of railway lines, as well as the establishment of 19 new stations.

This relocation and development strategy raises important geopolitical questions regarding Russia's intentions in these territories, particularly in the context of conflict and international responses. The projected increase in population and infrastructural investment could be seen as an attempt to solidify Russia's claim over these regions, potentially altering the socio-political landscape in Ukraine and affecting ongoing discussions surrounding sovereignty and territorial integrity.
