Kim has an extensive background in various positions within the fire safety sector, including roles as the head of the Gangwon Special Self-Governing Province Fire Department and the Equipment Technology Bureau Director, which have equipped him with both practical command skills and administrative capabilities. The appointment comes in the wake of former Chief Heo Seok-gon being dismissed due to allegations of involvement in a coup plot. For the past six months, Kim has been acting as the Chief during the transition period.
