LS: Mikkeli plans to start fining parents of kindergarten children
The city of Mikkeli intends to impose fines on parents of kindergarten children for unreported and unused care periods, addressing costs incurred by the city.
The city of Mikkeli is considering the implementation of a fine system for parents who do not cancel or utilize reserved care periods for their children in early childhood education. This decision is set to be discussed at a meeting of the city’s education board on Thursday. The fines are seen as a necessary measure to offset costs incurred by the city due to unutilized food portions and staffing resources when children are unnecessarily booked into care facilities without attendance.
The proposed fine would apply to parents who reserve care for their children for more than a week but fail to use it, meaning that if parents book a long-term care spot and do not cancel, they could face a penalty amounting to half of the monthly cost for the care placement. The city aims to implement this fine from early June to the end of August, excluding also certain holiday weeks in the winter and autumn, as well as during Christmas holidays.
This measure comes amid ongoing discussions about early childhood education services, which are legally required to be available for every child under school age in Finland. The introduction of fines reflects Mikkeli's approach to manage costs more effectively while ensuring that resources allocated for early childhood education are used efficiently. This policy could also emphasize the importance of parental responsibility in securing valuable educational services for their children.
