After operation unveils corruption scheme, SP government publishes decree restructuring police compliance sector

The government of São Paulo has enacted a decree to restructure its police compliance sector in response to recent corruption revelations.

The São Paulo Public Security Secretariat has announced a new resolution aimed at restructuring its compliance sector to better combat corruption within the police forces. The decree, signed by Secretary Osvaldo Nico Gonçalves, seeks to address issues such as conflicts of interest, harassment, and fraud, amidst rising concerns following Operation Bazaar, which uncovered an extensive corruption and money laundering scheme within the Civil Police.

Just 11 days before this decree was issued, nine individuals were arrested during Operation Bazaar, including four civil police officers implicated in accepting bribes to manipulate police investigations in São Paulo. This recent crackdown by the Federal Police (PF) and the São Paulo Public Ministry highlights a growing awareness and urgent need to address systemic corruption within law enforcement, which can undermine public trust and safety.

The Integrity Management Unit (UGI/SSP), established in June 2023, plays a pivotal role in this restructuring. Its functions include developing strategies and actions to ensure transparency and accountability within the police departments. The newly enacted measures are expected to strengthen compliance efforts and foster a corruption-free environment, thus restoring the credibility of the state's law enforcement agencies in the wake of these alarming revelations.
