Tallinn's City Planning Department has launched a new detailed planning process for the Pirita TOP area to update the 2013 planning regulations, reflecting changes in public expectations.
The Tallinn City Planning Department has officially initiated a new detailed planning process for the Pirita TOP area, aimed at modernizing the existing plan established in 2013. This action is driven by evolving societal expectations regarding the development and functions of central areas over the last 15 years, and is considered necessary to align the planning regulations with contemporary needs. The initiative is contingent upon an architectural competition, which will be held as part of the detailed planning process.
As part of the modernization effort, two significant actions have been taken. Firstly, the planning department has started the detailed planning for the properties at Topi 11 and 13 in Pirita, which aims to design a modern four-story spa hotel along with a public city square and promenade by the sea. The area designated for this development spans 3.38 hectares and is intended to enhance the recreational and tourism potential of the Pirita coast, which has historical significance due to its original construction for the 1980 Olympic Regatta.
In addition to the new hotel and public space development, the Tallinn City Council has supported the update by reaffirming the importance of contemporary infrastructure and urban amenities to meet the needs of residents and visitors alike. This proactive approach to urban planning reflects a broader trend toward revitalizing urban centers and adapting to changing societal demands, ensuring that the Pirita area remains a vibrant and attractive destination.
