MP goes to Justice to block hiring of 105 commissioned employees in the Chamber of Campinas

The São Paulo Public Ministry has taken legal action to prevent the hiring of 105 commissioned employees by the Campinas City Council following a recently approved project that created new positions.

The São Paulo Public Ministry (MP-SP) has initiated judicial proceedings to stop the hiring of 105 new commissioned employees by the Campinas Municipal Chamber. This legal action is centered on a project that was approved in December 2025, which established three new positions. According to reports from g1, various offices within the Municipal Chamber have already begun the hiring process for the newly created positions, while others are still in the selection phase.

Promoter Angelo Carvalhaes has argued for the annulment of these appointments based on a court ruling from 2024 which limits the number of commissioned employees to five per councilor's office. The MP-SP requested the judge from the 1st Public Treasury Court of Campinas to revoke the recent appointments, highlighting concerns regarding adherence to existing legal frameworks that govern public sector hiring practices.

The Campinas Municipal Chamber has released a statement indicating that it is awaiting the judiciary's decision on this matter. Additionally, Carvalhaes mentioned that the situation is being investigated in an inquiry initiated by the Public Prosecutor's Office regarding public heritage, signaling ongoing oversight and scrutiny of the local government’s employment practices amid concerns about potential overreach in staffing.
