The National Power Party of Gangwon Province in South Korea has announced that all candidates for basic local government positions will be chosen through primary elections. While areas such as Wonju, Sokcho, and Hongcheon are considered for single nominations, this can change if disqualified candidates emerge during the document, qualification, or interview evaluations. This process underscores the party's commitment to a transparent selection of its candidates.
In the primary elections for local government leaders, if no candidate secures a majority (50% in a three-candidate race) or more than 45% (in a four-candidate race), the top two candidates will participate in a runoff to determine the nominee. The elections will operate with a balance of input from party members and public opinion through a 50% vote from a designated election committee and a 50% public opinion survey, while candidates for regional and basic council positions will be voted on solely by the election committee.
Specific preferences are granted to certain groups such as youth, political newcomers, women, disabled individuals, defectors, war veterans, and party officials who serve as aides in legislative roles. Political newcomers are defined as individuals who have participated in fewer than three internal primaries, while those with certain backgrounds including previous candidates, committee chairs, and specific high-ranking public officials are excluded from this classification. The ability to hold debates between candidates based on local situations or agreements enhances the democratic engagement within the selection process.
