Public Ministry requests suspension of law that increases salaries of mayor and secretaries in a municipality in AM by up to 100%
The Public Ministry of Amazonas has filed a lawsuit against a municipal law in Humaitá that proposes significant salary increases for the mayor and local secretaries, claiming it violates federal regulations.
The Public Ministry of Amazonas (MPAM) has initiated legal action against a recently passed law by the Humaitá City Council which substantially increases the salaries of local officials. This law, identified as Municipal Law No. 1029/2026, proposes salary revisions based on inflationary losses from November 2012 to October 2025. According to the MP, the proposed increases of up to 100% for the mayor and municipal secretaries are in direct violation of Brazil's Federal Constitution.
The specifics of the proposed salary adjustments reveal that the mayor, José Cidenei Lobo, commonly referred to as Dedei Lobo, would see his salary rise from R$ 18,000 to R$ 30,000, marking a significant increase of 66.67%. Similarly, the vice-mayor's compensation would increase from R$ 15,000 to R$ 25,000. The increases for municipal secretaries follow suit, doubling their earnings from R$ 5,000 to R$ 10,000. Such substantial raises have sparked public outcry and concerns regarding fiscal responsibility in a municipality facing economic challenges.
The legal action raises important questions about the governance and financial management within local Brazilian municipalities. It also signals the MP's commitment to uphold constitutional integrity and prevent perceived abuses of power by local officials. This case illustrates the ongoing struggle in Brazil to balance public officials' compensation with economic realities and public expectations, making it a matter of significant local concern.
