Over 4 million Ukrainians have temporary protection in EU, 60% in three countries

More than 4.3 million Ukrainians have received temporary protection status in EU countries, predominantly in Germany, Poland, and Czechia.

As of the latest data from Eurostat, over 4.3 million Ukrainians have been granted temporary protection status in various EU nations, with approximately 60% of this population concentrated in Germany, Poland, and Czechia. Specifically, Germany is home to around 1.26 million Ukrainian refugees, accounting for about 28.8% of the total, followed by Poland with 965,990 Ukrainians (22.1%), and Czechia with 397,185 (9.1%). These countries have become critical havens for those fleeing the ongoing conflict in Ukraine.

The Deputy Minister of Social Policy in Ukraine, Ilona Havronska, provided these insights while highlighting that in 2025 alone, EU nations made 683,395 new decisions to grant temporary protection to Ukrainian citizens. This figure reflects a decrease of 14% compared to the previous year, indicating a possible shift in both the EU's response capability and the pressure of the ongoing humanitarian crisis stemming from the war in Ukraine.

The security situation in Ukraine plays a significant role in determining whether these displaced individuals will consider returning home. According to a survey by the Razumkov Centre, a majority of Ukrainians still perceive the risks associated with returning due to the unresolved conflict, which continues to influence their decision-making as they navigate life in their host countries. This prolonged displacement highlights the humanitarian challenges and international responsibilities faced by EU nations as they support Ukrainian refugees amidst ongoing conflict.
