The City Hall of Rio das Ostras has made significant strides in its policy to value public servants by restarting the concession of functional progressions set out in the Career Plan. This initiative marks an important step for the local government, which aims to strengthen the professional recognition of its public servants while adhering to fiscal responsibility. The measure comes after the municipality successfully brought its personnel expenditure back within the legal limits defined by the Fiscal Responsibility Law (LRF), enabling the resumption of these career benefits.
In this initial phase, approximately 361 public servants are eligible for functional progressions starting from January 2025. This includes professionals who had already earned progression rights before December 2024. The city's actions reflect a broader commitment to fostering an environment where public service is recognized and rewarded, which is crucial for maintaining staff motivation and public service quality.
The legal framework for these progressions is established by Municipal Laws nΒΊ 1.560/2011 and nΒΊ 1.584/2011, which outline the Career Plan for public servants.
