TCU dismisses overpricing, but points to signs of fraud in the extension of Avenida Litorânea
The TCU has cleared some overpricing concerns regarding the extension of Avenida Litorânea but has identified potential fraud in the bidding process.
The Tribunal de Contas da União (TCU) has conducted an audit of the extension project of Avenida Litorânea, linking São Luís to São José de Ribamar, fully funded by federal resources from Novo PAC. While the TCU has dismissed allegations of overpricing in some aspects of the project, it has highlighted signs of potential fraud in the bidding process involving the awarded company, Lucena Infraestrutura Ltda., and its subcontractor, Agla’s Infraestrutura Ltda. This raises concerns about the integrity of the bidding process and the adherence to regulatory protocols.
TCU’s audit, conducted between June 2024 and July 2025, revealed ten irregularities, eight of which were deemed serious, although there was no recommendation to halt the project. Among the identified irregularities are unauthorized changes in the contract and issues related to payment processes that raise red flags about compliance with the established bidding law. The project involves an investment of R$ 237 million, and while voiced irregularities do not halt construction, they merit close scrutiny to prevent corruption and ensure transparency.
