Latvia is looking for those responsible for the troubles of the Rail Baltica construction

Latvia's government is investigating the issues surrounding the Rail Baltica construction and seeking those responsible for the problems.

The Latvian government is still in search of answers regarding who is to blame for the ongoing problems in the construction of Rail Baltica. Two committees have been formed for this purpose: one examining the construction aspects and the other focused on the procurement process for rail switches. Over the years, the personnel responsible for different aspects of the project have changed frequently, yet the problems persist.

As Estonia awaits information from Latvia on how and when the main Rail Baltica route from Riga to Estonia will be built, Latvia is primarily concentrating on addressing the existing issues within the project and identifying who is responsible. The inquiry is extensive, involving scrutiny at various levels of government from the parliament down to the prosecutor’s office and the State Audit Office.

A particular point of concern is the procurement of railway switches organized by the Baltic joint venture RB Rail, which has raised questions due to the disqualification of a company that submitted a bid €270 million cheaper under dubious circumstances. Estonia, Latvia, and Lithuania had previously decided to collaborate on the joint procurement of railway superstructure elements to achieve better pricing; however, if the Latvian government questions the legitimacy of the procurement, it could lead to significant implications for the project’s timeline and inter-country relations.
