Amendments to the Technical Inspection Regulations for Buildings Come into Force

This week, amendments to the Cabinet of Ministers' regulations on technical inspections of buildings came into effect in Latvia.

This week, Latvia enacted amendments to the Cabinet of Ministers' regulations titled 'Technical Norm for Building Inspections LBN 405-21', which clarify the procedure for periodic technical inspections of buildings and establish cases where such inspections are no longer required. According to the updates, the regulations now specify certain situations in which periodic technical inspections can be exempted for second and third group public buildings or multi-story apartment buildings.

The amendments allow for periodic inspections to be omitted if the building has undergone renovation or reconstruction in the last ten years, the construction authority has prohibited its use, the building is conservatively maintained, or the property is not actively used and is within a restricted area. Moreover, for buildings that are not in use but accessible from at least one facade, a construction specialist must evaluate safety risks for passersby as part of the inspection process and determine the need for any conservation measures.

The State Construction Control Bureau (BVKB) explains that these regulatory changes are aimed at optimizing and streamlining the technical inspection processes for buildings, potentially reducing the burden on building owners while still ensuring safety protocols are met. This indicates a shift towards more flexible regulatory oversight of construction in Latvia, reflecting a trend towards less bureaucratic intervention in manageable situations while maintaining public safety standards.
