Certain apartment buildings will no longer require periodic inspections
The Latvian government has announced that certain public and multi-storey apartment buildings will be exempt from mandatory periodic technical inspections under specific circumstances.
In Latvia, recent amendments supported by the government will allow certain public and multi-storey apartment buildings, categorized as second and third group structures, to bypass periodic technical inspections. The Ministry of Economics informed that these amendments to the Cabinet of Ministers regulation from June 15, 2021, outline circumstances under which such inspections are deemed unnecessary, such as when a building is not in use, is preserved, or has undergone significant renovation or reconstruction within the last decade.
The Ministry emphasizes that these changes aim to reduce administrative burdens and eliminate formal inspections that do not contribute value in terms of safety or quality improvements. This step is expected to streamline the process for property owners, who otherwise faced the inconvenient obligation of securing inspections that might not be applicable to their specific situations.
Additionally, several technical clarifications have been made to the construction regulations to better outline the scope of technical inspections. For instance, the regulation will exclude specific electrical installations of energy supply companies and clarify that it does not apply to the safety assessment of elevators. These modifications reflect an intention to optimize regulatory measures while ensuring that necessary safety considerations remain in place.
