Arrested on suspicion of involvement in 10-year-old rape and injury case; the man who departed for the Philippines denies charges
A 40-year-old man has been arrested in Japan on suspicion of committing a violent sexual assault against a teenager a decade ago, shortly after he returned from the Philippines where he had fled.
On November 11, Osaka Prefectural Police announced the arrest of Hirotaka Sugihara, a 40-year-old jobless man with no fixed address, suspected of committing rape causing injury and abduction for indecent purposes. The charges relate to an incident that occurred on January 6, 2016, when Sugihara allegedly attacked a teenage girl while she was returning home on foot, subsequently committing sexual violence against her after threatening her with violence. Several nearby residents reported hearing the victim's screams, which led to an investigation that included analyzing security camera footage that indicated Sugihara's involvement.
Approximately three weeks after the incident, Sugihara fled to the Philippines, prompting Japanese authorities to issue a wanted notice for him in February 2020. He was captured earlier this month by Philippine authorities involved in a separate case and was subsequently extradited to Japan. Sugihara has denied the allegations made against him, stating cryptically that there is "neither yes nor no" regarding the accusations. His arrest reignites concerns about long-standing issues of violence against women and the challenges of prosecuting suspects who evade justice by leaving the country.
This case underlines the complexities of international law enforcement cooperation, particularly for crimes of a sexual nature that remain unaddressed for years. The Osaka police's success in apprehending Sugihara highlights their commitment to ensuring justice for the victim and might serve as a warning to other potential offenders that flight may not guarantee evasion of accountability.
