Councilman files request with Public Ministry to investigate spending of R$ 30 million on contracts in the Santos Culture Department
Councilman Rui de Rosis Jr. has called for an investigation into over R$ 30 million spent on contracts within the Santos Culture Department, alleging potential irregularities in the hiring process.
Councilman Rui de Rosis Jr. from the PL party has formally requested that the São Paulo Public Ministry initiate a Civil Action to investigate alleged irregularities in the outsourcing of services by the Santos Culture Department through Autonomous Payment Receipts (RPA). This request comes in light of concerns over over R$ 30 million that have been spent on hiring individuals for what De Rosis describes as 'occasional services' over the past five years. The investigation is structured around transparency in public spending, particularly within the arts and culture sector, which often faces scrutiny given the potential for mismanagement of funds.
The formal request was made on Monday, following a meeting arranged by De Rosis with Secretary Rafael Leal and other city council members. This meeting aimed to clarify the expenditures made in the last five years, with De Rosis emphasizing the significant amount of R$ 6.6 million spent in 2025 alone for RPAs. This highlights a growing concern about how public funds are being allocated, especially in areas that should foster community culture and enrichment.
De Rosis's actions and the subsequent request for a public investigation reflect a broader concern within Brazilian politics regarding accountability in local government expenditures. As officials look to improve transparency and prevent fiscal abuses, this situation in Santos could set a precedent for how similar cases are handled across other municipalities in Brazil.
