Park Chan-Woon: 'Hasty Prosecutorial Reform Will Lead to Extreme Chaos... The President Is Keeping the Center Well'

Former advisory chairman Park Chan-Woon explained his resignation, emphasizing the need for careful consideration in prosecutorial reform and expressing concern over potential misunderstandings regarding the reform committee's role.

On October 10, former advisory chairman Park Chan-Woon spoke with Hankyoreh about his recent resignation from the post he held within the prosecutorial reform committee. Park indicated that he wished to express his views more freely rather than as a chairman and clarified that internal difficulties or relationships within the committee were not the motivating factors behind his resignation. The reform committee was established in October last year by the government, led by Yoon Chang-Ryeol, to oversee prosecutorial reforms, with the advisory committee providing guidance to it. Presently, discussions are ongoing regarding whether to grant the power of supplementary investigations on cases transferred to the Public Prosecution Service as part of modifications to the Criminal Procedure Act.

Park has consistently advocated for retaining some level of supplementary investigative power within the Public Prosecution Service, arguing that it is essential for determining whether to prosecute and maintaining public lawsuits. This stance aligns with President Lee Jae-Myung's comments during a New Year’s press conference, where he suggested that ensuring protections against abuse while allowing some investigative powers would enable more efficient government operations. However, some ruling party members oppose granting any investigative authority to the Public Prosecution Service, leading to a contentious atmosphere where Park perceived that his views might invite criticism towards the reform committee. Consequently, he decided it was necessary to step down from his position at this time.
