The Clinic Submitted Double Invoices to the Health Insurance Fund, Internal Audit Started
The Tartu University Clinic has been found to submit multiple invoices to the Health Insurance Fund for patient transport, which violates funding conditions.
The Tartu University Clinic, like other hospitals transporting patients, is required to submit invoices to the Health Insurance Fund based on specific funding conditions. According to these regulations, only one invoice can be submitted for a transport service, regardless of the number of patients transported in a single trip. However, the clinic has reportedly submitted invoices for each patient transported during individual trips, rather than for the total number of trips. This practice has led to discrepancies in their invoicing.
In December of last year and January of this year, it was noted that the Tartu University Clinic submitted significantly more invoices than allowed under the funding agreements. Specifically, in December, 15 additional invoices were submitted, and in January, 33 extra invoices were recorded. This raises concerns not only about the hospital's compliance with regulations but also about the potential misuse of funds designated for health services.
An internal audit is now underway to investigate the extent of this issue, which could have implications for the clinic's operational practices and its relationship with the Health Insurance Fund. The outcome of this audit may lead to corrections in their invoicing process and possibly affect financial support for patient transportation services moving forward, emphasizing the importance of adherence to funding guidelines to ensure proper use of health care resources.
