Gen. Roman Polko: SAFE? I basically don’t know what we are debating about

Poland is set to receive 43.7 billion euros from the EU's SAFE program, making it the largest beneficiary, but the ratification of the loan agreement is pending regulatory approvals.

In February 2026, Poland became the largest beneficiary of the European Union's SAFE program, securing a substantial allocation of 43.7 billion euros. This significant funding is intended for various defense-related projects, including air defense, artillery, and critical infrastructure protection. However, the planned agreement with the European Commission for the loan is contingent upon the ratification of implementing regulations, which are currently awaiting decision from President Karol Nawrocki.

The Polish list of projects under the SAFE program includes a total of 139 submissions, with around 130 billion zloty earmarked for refinancing contracts made over the past year. There's an optimistic timeline for contracts under this program to be signed by next year, with equipment deliveries projected to continue through 2030, indicating a long-term commitment to bolstering Poland's defense capabilities.

Recently, NBP President Adam Glapiński is expected to provide details regarding the 'SAFE 0%' initiative. Experts have raised concerns regarding President Nawrocki’s plan and its implications for Poland's economic strategy. As discussions continue around the SAFE program, it remains unclear how these developments will affect the overall security and operational capabilities of Poland's armed forces in the coming years.
