Uganda: Govt Launches Nationwide Consultations Before Relaunch of Express Penalty System
The Ugandan government has initiated nationwide consultations with transport sector stakeholders in preparation for the relaunch of the Express Penalty System and Fine Issuance System.
The Ugandan government is set to relaunch its Express Penalty System (EPS) and Fine Issuance System (FIS), which had previously been suspended due to public outcry. To facilitate this, the government is conducting consultations with key stakeholders in the transport sector, including taxi operators, bus companies, truck drivers, and boda boda riders, starting in March 2026. This initiative is part of the effort to address concerns raised by these groups about the automated traffic enforcement program.
The discussions led by Works and Transport Minister Gen. Katumba Wamala signify the government's commitment to transparency and stakeholder engagement. The ministry's review of the EPS's initial implementation highlighted operational gaps that contributed to dissatisfaction among road users. By engaging with various transport representatives, the government aims to ensure that the new rollout of the systems will be more effective and acceptable to the public.
These consultations are particularly crucial as they come in response to feedback from the transport community, emphasizing the need for a balanced approach to traffic enforcement that considers the realities of road use in Uganda. As transport stakeholders prepare for the consultations, the government is expected to gather valuable insights that may lead to the refinement of the EPS and FIS, ultimately impacting traffic management and road safety across the country.
