The Refugee Board: Conditions in Syria do not justify a Danish residence permit

The Danish Refugee Board has determined that the general conditions in Syria do not justify granting residence permits to Syrian citizens.

The Danish Refugee Board has recently ruled in preliminary cases involving ten Syrian citizens, stating that the overall conditions in Syria are insufficient to warrant residence permits in Denmark. This decision marks the first rulings made since the power shift in Syria in December 2024. These preliminary cases, which took place from March 3 to March 5, 2025, are typically used to establish precedents for the treatment of similar cases in the future.

In all the cases examined, the Refugee Board referenced guidelines from the European Union Asylum Agency (EUAA), which indicates that no areas in Syria are characterized by a high level of indiscriminate violence. The board specifically noted that the capital, Damascus, does not present a significant risk for civilians being affected by arbitrary violence. This assessment raises questions about the ongoing humanitarian situation in Syria and the challenges faced by those seeking asylum in European countries.

The applicants included a single woman and three families, all of whom were evaluated concerning their situations in Damascus or other regions of Syria. The decision could have significant implications for future asylum seekers from Syria, as it reinforces the notion that generalized hardship in a country is not sufficient justification for asylum, potentially leading to more stringent assessments of similar cases in the future.
