Concessionaire Almost Doubles Revenue While Users Demand Improvements on BR-163

The concessionaire operating BR-163 reported a significant revenue increase, sparking calls from road users for infrastructure improvements.

In 2025, Motiva Pantanal, the concessionaire managing BR-163 in Mato Grosso do Sul, saw its toll revenue soar to R$ 442.9 million, marking a 93.2% increase compared to the previous year. This surge in revenue followed a 5.53% tariff adjustment implemented in June of the previous year. The toll prices currently range from R$6.50 to R$10, which has considerable implications for truck drivers who frequently use this route. For instance, crossing all nine toll plazas on BR-163 costs an average of R$700, which could alternatively be spent on fuel for traveling approximately 250 kilometers.

Truck drivers and local users have expressed frustration regarding the lack of improvements on the highway, especially in light of the increased toll costs. Dorival Oliveira, a transport company manager, highlighted that the rising toll fees necessitate careful consideration when negotiating freight costs, as they represent a substantial and direct impact on operational expenses. The disparity between growing revenues of the concessionaire and the state of the highway infrastructure has led to heightened demands from drivers for necessary enhancements to the road.

The situation surrounding BR-163 underscores the ongoing debate over public-private partnerships in infrastructure management. While concessionaires like Motiva Pantanal benefit financially, the public's experiencing a decline in service quality raises concerns about accountability and transparency in such agreements. The growing tolls, without corresponding improvements in road conditions, might lead to increasing tensions between the concessionaire and road users, demanding a reevaluation of service standards and infrastructural investments in the region.
