The State Court of Auditors (TCE) has upheld the bidding process for the installation of playgrounds in public areas of Cuiabá, Brazil, estimated to cost a total of R$ 4.76 million. The decision, made on Tuesday (October 3), came after the TCE rejected a suspension request submitted by a competing company that raised concerns about certain procedural irregularities in the bidding documentation.
The challenge by the competing firm highlighted issues such as the absence of a Preliminary Technical Study (ETP) and the use of a Single Price Registration System (SRP). However, the TCE clarified that the necessary studies were present in the administrative process and justified the use of the SRP, noting it allows for contracted services to be performed in stages. Furthermore, the grouping of items into a single bidding lot for the project was deemed appropriate due to the technical justification linking the rubber flooring, play equipment, and maintenance components together.
This decision marks a significant step in enhancing recreational infrastructure in Cuiabá, aligning with the city’s goal to facilitate community engagement and child-friendly spaces.
