Bullying confirmed in toilet video at special needs school; investigation committee points to 'sexual violence'
An investigation has confirmed bullying involving the filming of a disabled student in a toilet, labeling the act as sexual violence and criticizing the school's response.
An investigation committee has confirmed that an incident at a special needs school in Mie Prefecture, Japan, where a student filmed another student using the toilet, constitutes bullying and is characterized as sexual violence. This incident took place on October 10, 2024, when a senior high school student forcefully opened the toilet door of a junior student who has an intellectual disability, allowing a first-year senior high school student to capture the moment on video and post it on Instagram. The victim subsequently stopped attending school due to the trauma caused by the incident.
The investigation report highlights that filming a person in such a situation without consent amounts to sexual violence and should not be tolerated. It criticizes the school's inadequate handling of the situation, noting that the school failed to show the video to the victim's parents promptly after becoming aware of it, which hindered the seriousness of the matter from being communicated effectively. The report also pointed out the lack of coordination and information sharing between the special needs school and the senior high school involved.
Chairman Yuichiro Hakusan emphasized the increasing prevalence of bullying exacerbated by social media and stressed the need for children to understand the grave consequences of misusing the internet. He called for comprehensive measures to ensure the protection of all students' rights to inclusive education. Recommendations include enhancing inclusive education practices and establishing joint anti-bullying initiatives between the involved schools, aiming to provide a safer and more supportive environment for vulnerable students.
