Citskovskis has appealed a court ruling that validated his previous suspension; the court later determined that his suspension was no longer justified, leading to compensation for his back pay.
In January, the Administrative District Court ruled partially in favor of Citskovskis concerning his suspension from office related to the organization of a business trip for the Prime Minister. The court initially accepted that his suspension was a necessary preventive measure to ensure the lawful and effective handling of public funds. However, it noted that by January 2024, risks associated with his potential wrongful actions had been mitigated, questioning the necessity and proportionality of the suspension.
As a result, the court declared the suspension order and its amendments unlawful, signaling that the State Chancellery had not adequately reassessed the situation to justify his suspension. The ruling imposes an obligation on the State Chancellery to compensate Citskovskis for unpaid wages and social guarantees following his illegal suspension, amounting to a total of 5,333 euros from April 10 to May 8, 2024, along with legal interest on delinquent payments.
