Akershus: Excluded from Emergency Plans
Anette Solli, the leader of Akershus county council, expresses uncertainty about the county's role in crisis situations and calls for clarification from the government regarding responsibilities in the event of a major crisis.
Anette Solli, the leader of Akershus county council, has raised concerns about the county’s role in managing crises, emphasizing the need for clear guidance from the Norwegian government. Following the tragic events of the Utøya terror attack, which highlighted the need for an explicit division of responsibilities during emergencies, Solli has been advocating for more preparation and clear communication regarding what Akershus should plan for in times of crisis.
Akershus, with a workforce of 5,100 and responsible for nearly 750,000 residents surrounding the capital, seeks to be an active participant in Norway's emergency preparedness exercises. Solli noted that county municipalities are often overlooked in these discussions, leading to insecurity about the practical expectations placed upon them during real crises. She emphasizes the importance of having a structured approach to how responsibilities are allocated between different levels of government.
In response to these concerns, Justice Minister Astri Aas-Hansen has promised a guideline delineating the roles of county municipalities by June. This move is seen as an essential step towards ensuring that counties like Akershus can contribute effectively to national crisis preparedness and response, ultimately ensuring the safety and well-being of the communities they serve.
