‘Busan Roundhouse Kick’ Victim Receives 15 Million Won Compensation from the State, Ministry of Justice Gives Up Appeal

The Ministry of Justice has decided to abandon its appeal in a compensation case concerning a victim of the 'Busan Roundhouse Kick' incident who suffered due to police negligence during the investigation.

The case of the 'Busan Roundhouse Kick' incident has garnered attention again as the Ministry of Justice confirmed its decision to abandon an appeal related to the compensation awarded to the victim, known as 'G'. After suffering from police negligence during the investigation of the case, the victim had filed a lawsuit against the state, claiming damages amounting to 50 million won. The Seoul Central District Court ruled that the state must compensate the victim with 15 million won, highlighting the inadequacies in the initial investigation conducted by law enforcement.

The incident itself occurred on May 22, 2022, when a 30-year-old man, identified as 'Lee', followed the victim and assaulted her on her way home. After the assault, he attempted to make a move on her in an area where CCTV cameras did not cover, leading to serious concern regarding the nature of the attack as potential sexual violence. Initially, the police only charged Lee with attempted murder, but further investigation revealed DNA evidence, prompting prosecutors to upgrade the charges to attempted rape and attempted murder, resulting in a harsher sentence for Lee, who is currently serving a 20-year prison term.

The court took a strong stance in pointing out that the investigation should have been more thorough given the suspicious circumstances surrounding the violence. The Ministry of Justice acknowledged its responsibility and issued an apology to the victim, emphasizing the need for improvements in how such incidents are handled by police to prevent future occurrences. This case not only highlights flaws in the criminal justice system but also raises critical questions about victim support and police accountability in South Korea.
