This arrest is part of an ongoing investigation known as Operation Compliance Zero, which aims to uncover deeper issues of corruption within Brazilian society and its institutions.

Investigators have discovered alarming evidence, including messages found on Vorcaro's cellphone. These messages suggest that Vorcaro may have operated a private militia intended to threaten and coerce individuals whom he considered adversaries. Among the incriminating evidence is a proposed plan to stage a robbery against journalist Lauro Jardim from the newspaper O Globo, which would serve as a means of intimidation—a clear indication of the lengths to which Vorcaro and his associates were willing to go to silence dissent.

An accomplice identified as Luiz Phillipi Machado de Moraes Mourão, nicknamed 'Sicário', is alleged to have orchestrated the intimidation tactics and has reportedly accessed sensitive systems of federal bodies including the Federal Police and Interpol. Mourão was also arrested on the same day for his involvement. In a troubling turn of events, while in custody at the Superintendência da Polícia Federal in Minas Gerais, he attempted to take his own life, highlighting the extreme distress associated with this case.
