Previous similar legislation, known as Law Bases (N° 27.742), had a far shorter compliance period of just 90 days but resulted in less than 2,000 companies formally regularizing around 18,000 workers. The substantial gap between the informality rate and the number of registrations highlights a systemic challenge in the labor market. Critics argue that the earlier law's allowance for penalties to be waived contributed to the low uptake, raising questions about the current reform's effectiveness and the underlying motivations for employers to engage in the process.
