Dispute Over Whistleblowing in Umeå – Municipality Pays Lawyer 240,000 Krona

Umeå municipality is in a legal dispute with the whistleblowing service provider CRD Protection, which has been contracted to handle employee whistleblowing about misconducts such as corruption.

In Umeå, Sweden, a dispute has arisen between the municipality and CRD Protection, the company hired to manage an anonymous whistleblowing service. The service allows employees to report misconduct, including issues related to corruption and bribery. However, CRD Protection terminated the agreement in late January, citing breaches of key parts of the contract by Umeå municipality. In rebuttal, the municipality has made similar claims against CRD, stating that the latter is obligated to provide access to whistleblowing reports filed in 2025.

Urban Dahlberg, the procurement chief at Umeå municipality, emphasized that, according to their agreement, all documents related to whistleblowing belong to the municipality. However, CRD Protection has refused to hand over these reports, arguing that they must protect the identity of whistleblowers and pointing out that there is a lack of a functioning governance group within the municipality to handle whistleblowing cases properly. Peter Angerbjörn, a lawyer at CRD responsible for Umeå’s whistleblowing function, stated that the requests from the municipality pose a legal security risk, making them hesitant to comply with the handover of reports without assurances from responsible political leaders.

The situation raises significant questions regarding the management and protection of whistleblowing systems in public organizations. As the municipality continues to enforce its claims while CRD stands firm on its legal obligations to protect whistleblower identities, the resolution of this dispute may set important precedents for whistleblower management practices not only in Umeå but possibly across Sweden, highlighting the critical balance between transparency and confidentiality in reporting misconduct.
