More than a thousand allegations of abuse - these are the most common targets of Kela benefits

In Finland, allegations of misuse of Kela benefits were most commonly associated with basic social assistance, general housing assistance, and unemployment benefits last year.

Last year in Finland, there were over a thousand suspected cases of misappropriation related to Kela benefits, primarily involving basic social assistance, general housing assistance, and unemployment benefits. Although the volume of allegations seems significant, they represented less than 0.5 per mille of all benefits distributed by Kela. The total value of the suspected misuse was estimated at around 7.2 million euros, with a slight increase in the number of reported incidents compared to the previous year.

In instances documented by Kela, clients were interviewed about the suspicions of misuse, leading to official decisions regarding the cases. Over 3,000 observations of potential fraudulent activity were noted, highlighting a growing concern over the integrity of the benefits system. Suspected misuse can include a range of dishonest behaviors such as providing false information, forgery of documents, or hiding pertinent details that would qualify them for reduced benefits.

The legal classification of these offenses typically falls under fraud or forgery, with about half of the allegations leading to police requests for investigations. This reflects the Finnish welfare authority's commitment to protecting the benefits system while ensuring that resources are monitored to prevent fraudulent claims and misuse, thereby safeguarding the welfare state for those who genuinely need support.
