These Municipalities Had the Most Unemployment Benefit Recipients

In 2025, Finland saw a significant increase in unemployment benefit recipients, with over 338,000 individuals receiving support from Kela.

In 2025, the Finnish social insurance institution Kela disbursed unemployment benefits to 338,000 individuals, marking a nearly 10% increase from the previous year. The total financial support amounted to just over two billion euros, significantly influenced by inflation, contributing to an additional 100 million euros compared to 2024. The data revealed that the cities of Lahti, Vantaa, and the Jyväskylä-Muurame area reported the highest number of beneficiaries relative to their populations, while Åland recorded the fewest recipients.

Moreover, there was a notable 13% rise in the number of recipients of Kela's labor market support, which was distributed to over 273,000 applicants. Despite this increase in recipients, the average daily amount for this support decreased from 37.66 euros two years ago to 36.17 euros. Conversely, the number of basic allowance grants witnessed a decline of 2.6%, impacting 78,640 citizens, with the average amount also dipping from 33.40 euros in 2024 to 32.70 euros in 2025. This decrease in basic allowance recipients is likely attributed to the extension of the employment condition that was implemented at the end of 2024.

The shift in unemployment benefit dynamics underscores the ongoing economic challenges faced by many Finns, as rising inflation and adjusted eligibility criteria for benefits alter the landscape of social welfare. Policymakers may need to evaluate the impacts of these changes and consider potential reforms to address the evolving needs of the workforce and the implications for social stability in Finland.
