Haparanda Municipality Buys Toys from Municipal Councilor - Without Contract
Haparanda Municipality has been making millions in purchases from Municipal Councilor Janne Lind's toy store without official contracts.
SVT has revealed that Haparanda Municipality is engaged in million kronor transactions with Municipal Councilor Janne Lind (C), specifically purchasing cleaning services from his real estate company even after the contracts expired. Additionally, the municipality has spent a total of 680,000 kronor at Lind's toy store over the past five years, with purchases amounting to 218,000 kronor occurring after Lind became the chairman of the municipal executive board.
The purchases include a variety of items ranging from gift cards and funding for summer jobs to children's clothing and toys for the Family Center and preschool. Remarkably, the municipality has conducted these transactions without any contracts with the company that Lind controls, and there has been no advertised procurement process for these purchases. This raises questions about the transparency and legality of such dealings involving a sitting councilor.
Councilor Janne Lind states that he is unaware of why the municipality chooses to buy from his store, but he sees nothing wrong with it. He argues that excluding business owners from municipal contracts might deter them from engaging in politics, highlighting a potential conflict of interest in public procurement and governance.
