Report: The most serious threat to journalists remains the Russian war in Ukraine

A new report highlights that the Russian war in Ukraine continues to be the biggest threat to journalists' safety in Europe.

The annual report released by the "Journalist Security" platform's partner organizations focuses on the state of press freedom across 46 Council of Europe member states, including Russia and Belarus, following Russia's exclusion from the Council in 2022. The report, titled "At the Breaking Point: Press Freedom 2025," emphasizes that press freedom in Europe is persistently under threat as of 2025, pointing to legal threats, physical attacks, intimidation, attempts at seizing media outlets, and international repression as significant issues.

In the last year, the "Journalist Security" partners recorded 344 alerts regarding serious threats to media freedom, marking a remarkable increase of 29% compared to 2024. Countries identified as having the highest number of alerts include Russia, Turkey, Georgia, Serbia, and Ukraine, with many of these warnings being closely related to Russian-occupied territories or actions by Russian forces. This escalation of threats underscores the precarious environment in which journalists operate, particularly in conflict zones exacerbated by the war in Ukraine.

The ongoing conflict highlights an urgent need for international attention and protective measures for journalists working in dangerous conditions. The findings suggest that press freedom is not only a national concern but reflects broader democratic principles under threat in various regions, leading to calls for stronger advocacy and safeguard mechanisms for journalists worldwide, especially in areas impacted by war and political instability.
